BCCI President Elections Sourav Ganguly Jay Shah: President Sourav Ganguly and Secretary Jay Shah have completed three years in the Board of Control for Cricket in India (BCCI). Elections to the BCCI are held at the Annual General Meeting (AGM), where the President, Vice President, Secretary, Joint Secretary and Treasurer are elected by representatives of the full members. The current BCCI office-bearers will complete their three-year term in September 2022 and elections can be held after that.
The election of BCCI is a formality, especially when the loyalty of the voting members is already decided. Its President presides over all the meetings of the General Body and Apex Council as the Chairman. He is one of the three persons who sign the annual accounts and other financial statements of BCCI. Simply put, being the BCCI President makes one the most powerful cricket official in the country. This is a position that everyone wants to sit on.
Four weeks before the annual meeting, the Apex Council has to appoint an Returning Officer, who should be a former member of the Election Commission of India (ECI). He will oversee and supervise the entire election process including all nominations and candidates.
Talking about the Annual General Meeting (AGM), the constitution of BCCI states that it should be held after 30th September every year at a place and time fixed by the President. This is followed by a Special General Meeting (SGM), which is called by the Secretary. In AGM/SGM, full members have one vote each, while associate members have no vote.
The Apex Council consists of nine councillors, of whom five have to elect office bearers. For the remaining four, one is to be elected by the full members from amongst their representatives. Two people will be nominated from the Players Association, one male and the other female, while the remaining members will be nominated from senior functionaries of the CAG (Comptroller and Auditor General of India).
Apart from this, there is also a standing committee, whose main function is to guide and advise the CEO on behalf of the members. First comes the Senior Tournament Committee, consisting of five persons appointed by the BCCI at the AGM representing each zone to advise on the scheduling of the tournament.
The second is the Tours, Fixtures and Technical Committee, consisting of five persons appointed by the BCCI at the AGM representing each region. Of those five members, three must have played at least 25 first-class matches. The work of the committee is to advise the CEO about fixing the dates of All India matches to be held at home and abroad.
