According to a report in The Economic Times, the Telecom Regulatory Authority of India (TRAI) was asked by the Department of Telecom to give its views on the proposal to regulate Internet-based calls. TRAI returned this proposal in the year 2008. Actually, at that time the development of internet in India had just started. Now in view of the growing world of digital, the Department of Telecommunications has again taken forward this proposal and asked TRAI to consider it. The idea of working on the principle of Same Service, Same Rules for the Complete Industry has been introduced by the Department of Telecommunications.

TRAI had said in 2008 that Internet Service Providers can be allowed to make Internet calls on the General Telephone Network but they will have to pay an inter connection charge. Simultaneously installation of valid interception equipment would be necessary and compliance of various security agencies would have to be done. After that feedback was given again in 2016-17. According to the news, the Department of Telecommunications is again considering these things.
For a long time, telecom operators have wanted to implement the same law for all Internet-based calling and messaging services, as it is for telecom operators and Internet service providers.
