Union Budget 2023: The Modi government is going to present the last of its second term and its 10th complete general budget on February 1, 2023. In the tenure of more than 8 years of the Modi government, rising unemployment has emerged as the biggest issue in the country. In such a situation, before the Lok Sabha elections to be held in 2024, the Modi government can announce to bring an urban MNREGA scheme on the lines of the existing MNREGA (Mahatma Gandhi National Rural Employment Guarantee Scheme) scheme to deal with the problem of unemployment in urban areas.
After the lockdown imposed in the country after the Corona epidemic, the pictures of people walking from the metros to their homes are still in everyone’s mind. When people had to leave their jobs and go back to the migrant workers. This created the problem of unemployment. The MNREGA scheme provided employment to those who went from cities to villages in rural areas. In such a situation, there is now a demand to start the Urban MNREGA scheme for the urban areas. The Prime Minister’s Economic Advisory Committee has advocated bringing urban job guarantee on the lines of MNREGA. Earlier, the Parliamentary Committee attached to the Ministry of Labor has also recommended to introduce Urban National Job Guarantee Scheme for urban areas on the lines of employment guarantee scheme like MNREGA for rural areas so that the problem of unemployment in urban areas can be dealt with.
The possibility of announcing a scheme like MNREGA for urban areas has also increased because a large number of unorganized sector laborers have been registered on the e-labour portal. In this data, the government can provide employment under the urban MNREGA scheme to the unorganized sector laborers who register in urban areas. According to the data of the Center for Monitoring Indian Economy (CMIE), the unemployment rate in urban areas has reached 10.1 percent in December 2022. This is the biggest figure of urban unemployment in the last five years in non-Covid times. In November 2022 also it was 9 percent.
The government can announce a scheme like MNREGA for urban areas in the budget to solve the problem of unemployment in cities and to provide employment to those who lost their jobs during the Corona epidemic. The labor organization of Rashtriya Swayamsevak Sangh, Bhartiya Mazdoor Sangathan i.e. BMS had also demanded to bring a scheme like MNREGA for urban areas in the past. BMS had said that a scheme like MNREGA is the need of the hour to provide employment in urban areas.
Let us tell you that six states including Rajasthan are already running schemes like Urban MNREGA. Seven schemes worth Rs 800 crore were launched in Rajasthan in March 2022. But the employment guarantee scheme of these states does not have statutory recognition like MNREGA. In 2008, the then UPA government had brought the MNREGA scheme with the aim of providing employment to the poor in rural areas. In which employment is given as a guarantee for 100 days in a year. It is believed that apart from helping in tackling the problem of unemployment in rural areas, the rural economy has also benefited from it.
